Since the implementation of the national tobacco franchise policy, all the provinces began to set up their own tobacco company and Tobacco Monopoly Bureau. Since the inception of Weifang Tobacco Company, it is on the shoulders of responsibilities of the tobacco monopoly law enforcement, tobacco and cigarette production and sales. At present, China’s tobacco industry’s development is rapid and stable, and in order to strive for the best, it needs more effective supervision for the business to ensure smooth conduct of business. Therefore, the company decided to use the information technology to establish a business alarm supervision system, and use this system to make warning monitoring and supervision for all the size of business and improve the company’s regulatory capacity.The system draws on foreign development technology used by similar outstanding system, and it combined with the actual needs of Weifang tobacco companies. The development is based on B/S architecture and chooses java as the development language, and it adopts the Struts2, Spring and Hibernate frameworks to design, In addition, the system uses the MVC design pattern and is divided into the control layer, view layer and the model layer to implement the hierarchical management. In the UI design, it uses technology Html, Css box technology model to layout the system’s pages, and it uses Jsp dynamic web development technology to realize data validation and to achieve the goal of dynamic display of results pages.The system mainly divided into five sub-functions based on business characteristics, namely:early warning management, business supervision management, internal controls management, record management, integrated query and analysis management, and these five functions are performed by the system operator and the inner tube member. Basing on the permission, user can maintain the basic indicators alert, warning indicators and brand information and operate manual warning; operate the wraning information on contracts, purchasing, sales, inventory, logistics and a series of links, which includs examination normal, change into verification, query transfer status and task information; register and query the detail of suervision and ledger and take internal monitor; query and manage the record information; maintain the system information, work saaessment information, inner tube instruments and accessories.The operation of this system can realize the unified management for the company’s external business and internal controls, and query the warning situation and trend of each Monopoly Bureau through the statistical reports to help the company to make the right decision and macro-control. Furthermore, the use of this system could improve the regulatory capacity to their own business and avoid abuse of businesses to ensure the maximization of the company’s earnings.
