Along with the wireless sensor network is more and more applied in various fields, the formation of sensor network hardware equipment has had great development. Meanwhile, the sensor node can observed phenomenon more and more, the observation accuracy is also more and more careful. However, each sensor network can only provide observation information for a particular user and form a islet information because of the differences among the heterogeneous sensor network data acquisition, processing, storage and communication protocol. it is not conducive to information sharing. This paper designed and implemented an open the sensor planning service architecture by the researches on the sensor planning service based on SWE, which is as a medium for user and real sensor network and to allocate task for sensor equipment. Finally, it will realize the wireless sensor network (WSN) Internet controllability.This paper studied the theoretical basis of the sensor planning service systematically, which are including SWE architecture, sensing core functionality of planning services and other interaction requirements and procedures of SWE services and analysed the related research status at home and abroad.This paper proposes an open layer sensing planning services architecture by the introduction of SOA design thought. This structure has good openness, compatibility and extensibility. To realize the open structure, this paper focuse on the research and solve the Java web service development, service registration, XML data binding and feasibility judgment, etc key technology and algorithm.This paper deigns and realizes sensing planning service prototype system. It detailed design system business logic layer which considers SPS’s own business needs and its interaction with other SWE services, and data access layer which makes sure the business extensibility of the prototype system using the abstract factory design pattern. In the realization process, it uses Juddi to set up server for Web serve register offering new approach.At last, this functional service is applied to the infrared monitoring system and checked the function in real wireless sensor network environment. The result shows that prototype system can be well planned tasks for the user and meet the user’s request by the sensing measurement interaction service.
