In the environmental protection department daily environmental protection monitoring activities, the inevitable will generate large amounts of data. In the past days, these data were written on paper. This way will waste a lot of file storage space, brought low efficiency of examination and approval. It’s difficult to find a special data and analysis them. Environmental data processing system stores data in the form of a database, it provides environmental protection data submission and approval workflow, and stores the history data, realize the data real-time transmission, convenient for data search and retrieval, effectively improve the efficiency of the environmental protection department.The system can mainly divided into PHP web side and the Android client. Mainly for the use of the office personnel operating sites end, provides the user permission grading management and data complete and report form generation more perfect function. Android client side through the HTTP interface to access website, mainly used for outdoor terminal monitoring to fill in the current monitoring data at any time.In this paper, according to the object-oriented software design pattern, starting from the user requirements, after an analysis of the full system requirements, the use cases are realized, and defines the work processes and activities in different stages of the model, on this basis, the model-controller (MVC)-view three layer architecture, finally realizes the overall function.Local place in the system in order to improve the interaction experience, use the AJAX technology, to realize the local update the web page without refresh, reduced the burden of the server, to improve the speed of interaction. In addition, the Android client interface using HTML 5 technology development, the responsive layout design, automatic screen automatically adapt to adapt to all kinds of size. Based on PHP website end ThinkPHP framework implements the MVC layered design, to achieve standardization and the purpose of high maintainability and extensibility.
