With the continuous development of the national tax practice, the collection of additional funds to expand the social security fund business operations. Fujian Local Taxation issues involved mainly how effectively management fees, including social security, union funds, disability insurance payments and so on. Management fees due to business development, data traffic continues to increase, appear more information redundancy, and thus pay for follow-up costs associated with significant impact on the information recording and inquiry work. In addition, due to the centralized data processing, computer system performance, and other aspects affecting staff proficiency lead to fund business management more difficult. In order to solve the province’s tax business challenges facing the need to establish a separate system for management fees. Computer technology as a guide to the database, information system created to make the tax system more standardized and improved management.This paper first analyzes the Fujian provincial tax bureau collection of social security related costs and the background of the management of people with disabilities, and clearly the significance of the development of the system, the current research trends, determine the main research content and chapter arrangement of this article. Then according to the system construction goal and fees management demand investigation and case analysis to determine the system user demand for operation business, core business process, system functional and non-functional requirements. The functional module has the function of registration, management, management, and system maintenance. Each functional module includes a number of functions. This paper selects the three layer architecture of J2 EE to design the system. The Oracle database data E-R design and data table design, according to the realization of the system, using black box and white box testing method, the function and performance test of the fees subsystem.In this paper, the development of the system satisfy the needs of fees levied on taxpayers, and provides a convenient and accurate service. Achieve cost registration fee identified, cancellation management, system maintenance, and other functions, and such information query, modify, delete, save, statistics and many other operations, can greatly improve the efficiency of approval; help tax authorities clear decision-making, can in a limited time, a large number of social security as well as people with disabilities taxpayers, effective compliance with national policies and regulations, and provide quality service fees levied.
