The Design And Implementation Of Labor Union Funds Allocation And Statistics System

Labor union financial work is an important part and the material guarantee of the labor union’s work. The work of whether collect union funds well, manage and use it well is related to if the labor union can fully express and maintain the masses of workers’specific interests, if the labor union organization can perform various social functions comprehensively. In2007, the capture of Shenyang union funds has taken a significant change:union funds collection merge with land tax collection system, and "who does not pay union funds is equivalent to not pay tax".The new way has improved the collection rate of union funds, but there are also many problems in the traditional working mode:(1) the collection of Shenyang union funds involves a great number of units, a large amount of data files are processed by the same way, at this stage we can only rely on staff manual to process the documents, the working efficiency is relatively low;(2) Banks and land tax section offer plenty of repetitive and incomplete data, which brought inconvenience to information collection, distribution and statistics;(3) there is not the ability of data collecting and statistics flexibly.To solve the above problem, the paper expounds designing idea and designing process for funds allocation and statistics of the federation of labor union based on the JAVAEE framework. The system realizes import, inquiry, and maintenance of the information of union funds pay unit; To achieve a business relationship as a link to the basic information data collection for Finance Department of the federation of labor union, and a comprehensive set of data around the information collection mechanism; to provide a basis for various business handling associated with comprehensive information; to provide complete data base for union funds distribution, statistics and reports; and to provide historical data processing; Through permissions, roles, user’s standard management to realize internal collaborative work of finance department, improve work efficiency and decision-making efficiency; to provide session tracking mechanism and to realize real-time tracking of operators’ work to reduce financial work risk; to establish a complete report and accounting processing system. Finally, the paper outlines the overall problems solved in the system, some shortcomings and future prospects.The funds allocation and statistics system of the federation of labor union the paper expounds has been put into actual operation with good running at present. The system provides a comprehensive support for funds allocation and collection of Shenyang federation of labor union, so as to improve work efficiency and reduce employees’ workload of Finance Department; and this has promoted the financial work of the federation of labor union which obtained affirmation from the Finance Department of Shenyang Federation of Labor Union.
