Therefore, the education and training for internal staff of the tax system, has great significance to improve the overall quality of civil servants in tax system and promote the comprehensive development of the taxation.In recent years, with the increasingly perfection of the taxation information system, The tax system within each work gradually began to develop with scientific, informatization, modernization. Education training work as an important part of the tax system, its information construction also got the attention of the tax department at all levels. From the perspective of Tax Inspection Bureau training work, this thesis aims at the key and difficult point in the work, especially the less training manager, the more training objects, the miscellaneous training course and the frequency is higher of training examination, we focus on research to solve the problem of the modern management of the in-service training.In this thesis, the operation learning and examination system of Inspection bureau is a three-tier system based on browser / server mode(B / S),developed by Asp.net technology with oracle database for backend support and it designed by Microsoft Visual Studio 2008 integrated development environment. The users just need to use IE browser to access the system at any time,without installing any client in their computers. The operation learning and examination system of Inspection Bureau of Jilin Local Taxation is developed on the basic of meeting the work requirements. Beginning with the introduce of the development background and significance, this thesis makes a demand analysis of the training current status, gives the system architecture and functional division, it also establishes the database model. After the implementation of the system, we can solve the problems in the practical work with fewer resources.The system is designed to give full consideration to the integration of resources in the current taxation system network environment, The system can make full use of the existing hardware and software, without additional investment, therefore, saving development costs.The system’s main function is to meet the job requirements of inspection Bureau of Jilin Local Taxation bureau, taking into account the applications of inspection bureau at all levels, so that it can become a unified online system of learning and examination system of inspection system of Jilin local taxation bureau and fully meet the application requirements of management. In the wake of the system running on the line, the realization of the examination will change from the traditional paper-based mode to paperless computer mode. The examination papers will be randomly generated, the results will be displayed at the end of an examination, and you can query results and answers at any time. The examination system can meet the requirements of users at all levels, it well solve the problems in the work, reduce the work pressure of the management staff, and increase the learning motivation of training personnel.
