Recently, the development of the service market has triggered a great competition inside the market itself. In order to attract more and more potential customers, most of the Flight Tickets Sales Companies provide a new service called "Pickup and Delivery Customers to Airport Service" for the customers who had booked tickets. However, this service can’t bring direct economic interest to the Flight Tickets Sales Companies. So how to combine the high-satisfaction of customers with low-cost of the operation has become the key factor that decides whether the implementation can succeed or not.Since Pickup and Delivery Customers to Airport Service appears relatively late, researches on it is still in the initial stage. It can be described as a kind of Vehicle Scheduling for Air-passenger Problem in both theory and practice angel. And there is no benchmark instance in this field. In order to compare with other algorithms, scholars have to re-program others’ algorithms first, then they can test their instance generated randomly. It is a kind of exhausting work when if a great amount of algorithms are needed to compared with. Besides some of the algorithms and models on solving the VSAP problem do exist in this field, however, there is a lack of system to integrate them, which therefore, leads to a difficulty in analyzing the most suitable algorithm for a specific instance and the most suitable type of instance for a specific algorithm.Above all, this thesis first analyzes the elements that affect the VSAP, and then draws the key points among them. We design and implement the VSAP instance management module of the system through C# programming language. It has the function of creating instance of VSAP, at the same time does the job of inquiring, editing and formation altering.Secondly, we design and implement the VSAP instance testing module of the system based on C# programming language, which integrate related algorithms and models. On one hand, this system can show the research findings in this field, and on the other hand, we can use the VSAP instance to test the algorithms, to show the effectiveness of the proposed algorithms.At last, there are several ways to analyze the result of the test. Analyzing of result and comparing of algorithm are used to throw some insights VSAP, so as to point out the most suitable algorithm for diversified instance type and dimension, and this, will be effective guidance on VSAP research.
