Flight tickets sales companies as a kind of typical service companies mainly engage in selling flight tickets. Recently, in order to attract more and more potential customers, most of them provide a new service called "Free Pickup and Delivery Service to Airport" to the customers who had ordered tickets. Although the service definitely brings customers a more convenient and lower-cost trip, it leads the companies to a high cost. So how to keep operations cost low has become the key factor that decides whether the implementation can succeed or not.Because of this, the decision support system builds a Business to Customer relationship between flight tickets sale companies and consumers through Internet technology. The system not only meets customers'requirements for purchasing tickets or free pickup, but also helps flight tickets sales company manage or deal with tickets information, vehicles information and make vehicles schedule project to reduce the costs of transportation and meet the customer satisfaction as well as they can.Above all, this thesis briefly summarized the traditional vehicle routing problem (VRP) and software development technology, introduced the classification of VRP and some solving algorithms. The implementation of the whole system depends on them. Secondly, according to above theories or flight tickets sales companies'condition, the business processes and functional requirements of the customers, flight tickets sales enterprises or the administrator are analyzed and designed, including work flow analysis, function needs analysis, structure of the system design, logical function design, database design and pages design. Thirdly, a minimizing costs model with time windows is built up and a two-stage heuristic algorithm is designed and developed to solve the model of Free Pickup & Delivery Service to Airport System. Additionally, the method of invoking the CPLEX algorithm to solve common VRP models is introduced. Finally, the Free Pickup & Delivery Service to Airport System Based on Web is accomplished considering different authorities.
