The higher requirement about c ommand cooperation of belli gerent units and se a bat tle is proposed by modern na val battlefield, and naval warfare mode is cha nging from platform c entri c war t o network centric war. The t ask capability package bringing about the strength of pl ug and pl ay has become the key point for navy network-centric war fare and the founda tion of Integrated Electronic Information System in the battle fie ld. At present, since there has been exis ted some problems, which ar e system landing, diverse constituti on, r esource distribution, reprocessing, the overall capability shortage and t he complex relat ionship of information exchange, in ele ctronic informati on syst em on different platforms, s o that it i s diffi cult for naval inte gr ate d electronic infor mat ion sys tem to realize multiplied effect. I n or der to promote real-time sharing and integration of servi ce resource, it needs offering a coordinate application technology based on dynamic combinat ion and flexible r ecombinat ion of s ervice.Based on the shortc oming of oper ati on flow dynamics deficienc y and bad reusability,this pa per has pr op osed the in trod uction of OSGI fr ame into wo rkfl ow syste m of sea battle,which coordinates the jBPM workflow engine to build flexible workflow system with modularization, dynamics, r eusability, and the foreground applies the Flex rich internet technology t o meet the humanistic demand of service interface in the meantime.In order to satisfy the needs of plug and play of the sea battle mission ca pabil ity pac kages, the paper de signed and a pplie d the methods of t he OSG i microkernel in Tomcatas Web container. We abst ract sea task-capacity package into fine grit service component(bundles). Beside we take advantage of OSGi’s own dynami c modulari ty to realize the pl ug and play of service component. Additionally, the paper integrated the Drools rule flow e ngine to assist jBPM workflow engine to design and achieve the flexible workflow and used the REST structure technology t o find services and improve the efficiency, with Fle x rich i nternet t echnology to enrich the system of human-computer interface. As a consequence, we can achieve every task-c apabilit y package, bas ed on different task requirement, and realize dynamic i ntegration and flexi ble restricting, and enha nce the ability of sea battle at ea ch operational nodes.For the espec ial issue of busi ness process dynamic reengineeri ng in the flexi ble workflow s ystem, the paper dee ply analyz ed Rete algorithm and Drools rule flow engine based on the Rete al gorithm, and advanced the appl ication of Re te network mat ching rul e,s o t hat it ac hieved the dynamic restructure of workflow, and solved the long-term i ssue of bad dyna mic operation flow in the sea battle fiel d.
