During the early 90's, the workflow technology has been widely used in the enterprise for the transversal integration capacity. With the development of network technology, computer technology, virtual reality technology, the enterprise is facing much more diversity, openness and personalized for customer needs. The business logic usually has been unable to meet the execution of the normal process activities . Hence, The Flexibility problem will be the most important part of the workflow management system. Design a flexible workflow engine which can adapt enterprise dynamic change and the market demand become an important research topic.This paper conducted the research in view of the flexible workflow engine, designed a kind of dynamic production in the dynamic component's automated movement to need component's algorithm, and moved the time concurrency to this algorithm in the component activity storehouse to carry on the confirmation, confirmed this algorithm completes the speed to the component duty to be quickest. First of all, it used separation thought of the engine interior service and the transfer functional design, proposed element design's architecture, and designed the engine essence transfer function to realize the algorithm. Used the IOC vessel to seal component service function, caused cooperation between the components, to complete mutually to the component activity smooth execution. Then the design of workflow system based on the component management system, taking through the IOC vessel to component's accent, in order to realize the modelling personnel to component's increase, the revision and the deletion function, completed the flow's actual operation. Finally, the flexible workflow application system was designed and implemented.The research of this topic has important theoretical and practical significances. On one hand, Completed the flexible modelling workflow system's realization, separating the workflow engine service function and the transfer function, and joining the dynamic component and the static component's thought that will realize overall system's flexible movement; On the other hand, the concrete design method will apply in the business management system, meets the actual dynamic need, raises the enterprise system's working efficiency.
