“Smart City” is a popular city form has permeated in the city planning and management which involves people’s livelihood, economic and ecological. It has already been a requirement to build a wide-related, strengthened-interconnection and high intelligent city service platform based on proven information technology to meet people’s growing demands. While the “intelligence degree” of building pipelines which take the important work are hardly satisfying. The main reason is the lack of rebuilding strategy to overcome the complicated structure of pipeline. Hence it is much important to do the research on the 3 dimensions rebuilding method for construction pipeline.In this paper, we design and achieve the 3-dimontion rebuilding algorithm of construction pipeline base on the existing 3-dimontion reconstruction technology. The new algorithm consists of picture separation, construction identification, data conversion and model drawing. In the picture separation part, we come up with a new method in view of region divide. The method separates the effective range into medial region and defines the character of each part. Then judges the position relationship of unite by the information of region, puts the unite together which is connected or convolved, and then achieve the separation. This method has the advantage of fault tolerance. On the other hand, we absorb advanced identification methods of wall and window, then put forward the pipeline identification method base on the meaning and construction signal identification method base on the character. Both of them create the inhibiting modes and identify the construction unite which has feature information in advance. Then determine the identification method base on the previous information and then achieve the identification gradually. This identification mode is effective by decreasing the section of searching.To verify the correctness and feasibility of the proposed method, we achieve the experiments of picture separation and pipeline 3-dimonsion rebuilding. The result shows that it can achieve the function of the construction pipeline rebuilding with DXF form, and have the advantage of time-saving, widely applicable and satisfying precision.
