Graduates from various majors are provided by colleges for the society. As an important part of colleges, university library can get a grant every year. This money is used to purchase books, databases and other information resources, to provide information service, to make sure teachers and students have enough information resources to use. Allocate money to achieve the above goals is a very difficult work, because there are a number of different ways to use this money. Some issues should be taken into consideration. In the past years, funding is used based on managers’ experience and habits. Arbitrariness of the spending is outstanding problem need to be solved. With the development of electronic databases and electronic resources in recent years, a lot of money will be spent on e-resources. The proportion of the paper resources and electronic resources become into trouble which university library have to face and solve.This dissertation presents a system based on the cost-benefit analysis method of public economics and popular methods of cost analysis. An example is given to find a suitable method for the university library. The data about Hebei University library has been collected. The relationship between the various data has been analyzed. Finally, a benefit model of university library has been developed. SPSS and EVIEWS software are used to analysis this model. The university library benefit equation is obtained. The analysis of the equation of benefits can be used to guide university library.
