In recent decades, along with the fast growth of Chinese economy, Chinese urbanization develops rapidly. Nowadays, the urbanization is coming into the crucial period of development; however the current urban digital management is still undeveloped, especially in some second and third-tier cities. Thus rebuilding the urban digital management system is significantly important for improving the quality and efficiency of the urban management. This paper suggests a new digital urban management system, based on the Android terminal which is one of the most popular, powerful and economic operating system nowadays.This paper focuses on developing a digital management system of a third-tier city in China. The current city management is relatively backward and inefficient by the traditional management. The new proposed system was based on the Android mobile device, which made the management information collected, concluded and classified in a digital way with high efficiency. The superior can supervise and check the urban management officers and their work whenever and wherever. Through the intercom function integrated in the terminal, the superior can assign and coordinate tasks quickly; moreover urban management officers can seek for support and help from each other. The new digital management system can help the government handle management work in a much more convenient and efficient way. The new system comprises the application of related platforms and technologies, such as Android system platform, mobile device management platform(MDM), caching and location monitoring technology.The development of the new system includes three major aspects, which are the system architecture, the system platform of application system and the detailed design and implementation of the mobile phone client application. The system platform of application system includes these aspects, the overall architecture of application system of city management platform, web application integrated framework, user identification, log record and platform application system service function. The detailed design and implementation of the mobile phone client application includes mobile phone client application system, Android mobile phone client key implementation, urban management and law enforcement applications, parking fees applications, monitoring application, intercom applications, sign-in application, and statistical analysis and training application.The test results from the perspectives of function, performance and portability show that not only does the system meet the design requirements of the functions mentioned above, but also the system performance index meets the design requirement. The mobile client of the system is implemented on an Android system, so we can develop this application in the IOS in the future.This paper proposed and designed a grid digital city management information system based on the mobile device for Android operating system. The implementation methods are also described in details in this paper. They fulfill a series of city grid management functions including urban management and law enforcement, parking charge, position monitoring etc, which are significant for project implementation of information collection and E-government in practice.
