With the rapid development of mobile communication technology and the rapidly growing of the packet data traffic, the organization of 3GPP propose the Long Term Evolution project--LTE for fulfilling the demand of high speed packet data traffic. In the LTE system, packet scheduling is an important part of the radio resource management(RRM), excellent packet scheduling algorithms is the fundamental point to improve the throughput of data services and fairness among users, furthermore, it enhance the satisfaction of business QoS. After studying the QoS frame, packet scheduling Mechanism of the LTE system, and the research of some algorithms which were based on assurance of QoS, and analysis of problems on it, this paper proposes a new scheduling algorithm which having priority in assurance of QoS, under analysis of data service’s characteristics and faced difficulties in scheduling it was based on the classic proportional fairness scheduling algorithm(PFS) and suitable for mixed multi-user services. The simulation result shows that the advanced algorithm can provide QoS guarantee capability effectively, and have good sensitivity to the requirements of QoS.The article mainly focus on two aspects of transmission delay and data packet dropout in system’s QoS security. In one side, it fully considers the crisis of service’s timeout and the accumulation of data buffer for guarantee the requirements of service latency and data loss ratio in the scheduling priority arbitration. The paper focus on the scheduling performance of QoS assurance and the algorithm’s sensitivity of performance requirement when design the arbitration factors’ mathematical model. In the other side, the algorithm makes business distinction further and utilizes the exponential smoothing forecasting and combination forecasting to correcting the C/I samples, under the advantage of QoS frame in LTE system. Ensuring the quality of data transmission in the channel further.At last, this paper designs the simulation model for the improved algorithm, and does performance analysis with the comparison of M-LWDF algorithm. Besides that,it also verifies the feasibility of forecast method proposed in this paper.
