With the exaltation quality of life, people pay more attention to the health food, there has promoted the development of this market. Therefore, enhance health food quality supervision should be given high attention. The key point of facing increasingly complex market environment lies in establishing a efficient, convenient, real-time supervision information system in today’s fast-paced and data burst society.Rapid development of mobile communication technology promoted the popularity of mobile devices, also has changed the way of people’s work and learning, obtain data on the move is necessary now. Therefore, this paper proposed a mobile regulatory system, use modern communication technology, mobile terminal technology and other emerging technology to achieve the movement pattern of supervising and office. The system has many advantages compared to the traditional regulatory system, it provides diverse type of information collecting in site enforcement, ensure that data is integrity and truthful by upload data to the server in real-time, and it can do data processing no longer consider the time and space constraint. It extends the traditional health food regulatory information system, information management has been expanded to data collection front-end, process the whole regulatory procedure intelligently.This paper detailed introduction the architecture of health food mobile regulatory system, using client/server architecture, it was designed by the model of “smart mobile devices”, “central server”, “back-end database”. According to the shortcomings of traditional supervision mode and the needs of relevant regulatory authorities, all functional modules of system were developed. On this basis, system data sheets and data models were designed accordance with optimization principles of database design; Project software architecture was designed by using MVC pattern, interface views and data operations were completely separated. Through using Web Service technology, remote data communication between client and server was achieved. Asynchronous loading data was realized in order to avoid blocking the main thread, let user use system smoothly and improve user experience. The response events of button in Listview was achieved by using BaseAdapter, and optimization of data presentation process by quoting the way of cache convertView, improve system performance much further.Mobile regulatory system for health food based on Android platform has been completed, and has reached expected target. System ran stably, and improved the quality and efficiency of health food supervision greatly, which indicated that the design of system was reasonable and the method to solve the key problems were effective and feasible.
