As the smart phone based the development of multimedia communication technology, intelligent mobile application has become an indispensable part of people’s life. As an important application of the smart phone, the GPS navigation and positioning technology is more attracted people’s attention. Compared with the traditional navigation software functions, the navigation and positioning based on the smart phone has solved the problems about the traditional single functions of navigation software, incompletement of the track line record, and the limitations of route choice. Compared with other professional navigation products, the smart phones’ navigation and positioning which is more attracted attentions is its unique advantages such as cheap, portability, and flexible using, so the navigation system of the smart phone becomes a hotspot of the research on the navigation and positioning, this paper also emphatically studies the navigation and positioning system based on smart phones.Nowadays, the Android operating system is largely recognized by the masses of users because of its good development and the advantage of the space, and it applys to the smart phone. This paper also emphasis on smart phones’ navigation and positioning system which is based on the Android platform. Mainly includes the electronic map display, electronic map scale, itself location, the nearest user’s location, the optimal route navigation, recent line navigation and agriculture expo garden venue details in the park, and other functions. Based on the theory of software engineering, it focuses on the needs, general design, detailed design and testing of navigation and positioning system. Considering the characteristics of the Android development platform, it also expounds the development of the navigation system construction and system architecture, etc.This system was optimized in the development process of traditional data architecture and navigation algorithm, and considering the easy using of user, the interface needs to be concise, practical and complete as far as possible. Finally through the comprehensive test of the system, it makes the function and performance of this system achieved the desired design requirements.
