With the rapid development of the Internet and mobile Internet, new media rises bruptly quickly. New media is an interactive, massive, real-time, personalized and community-based media form. Traditional broadcast media have to quickly change under the strong impact of new media. The development of intelligent mobile terminals and mobile Internet era bring a new opportunity for rebirth of traditional broadcast media. Traditional broadcast media can fully develop communication channels, and create a network broadcasting platform of vertical social networks, mobile characteristics by the integration of digitalization, mobility and network. Shenyang Institute of Computing designs and implements a new media interactive broadcast platform combining the requirements of broadcast media industry. We design and implement one key part of the platform of new media broadcasting server in this paper.This work designes and implements a streaming radio server satisfying the requirements of the new media against the problems in existing streaming media server: failing in automatic transformation between multiple audio sources, weak control and playback delay. Considering the diversity of terminals and the complexity of the network, the mobile internet streaming protocol HTTP Live Streaming is choosed as a streaming protocol which supports adaptive bitrate technology, media encryption and user authentication.First, the research background, significance and current situation and development of streaming media technology are introduced, followed by introduction of the basis of MPEG and HTTP Live Streaming protocol. And then the designment of the overall architecture and the partition of function modules are described in detail. The paper introduces the realization of each module and makes innovation and improvement in the related algorithms and flow. Finally, a comprehensive and detailed testing is carried out in the three aspects: transcoding playback function, automatic switching and control commands. It is confirmed that the new media broadcasting server meets the needs of new media broadcasting and commercial purposes.
