With the development of IP NetWork technologies and mobile communication technologies,the NGN has been the trends of future network. The NGN is a network that has the Softswitch as its core, and has the rich multi-media application as its features. SIP is the protocol that provides a way to integrate the audio, video and data. The purpose of this thesis is to find a new way to manage and play multi-media resources and increase their value with using the SIP protocol. The multi-media are currently managed by the http, MMS and rtsp in the internet, but it is difficult to connect to the PSTN. SIP is the protocol that can easily connect to the PSTN and is the core protocol of 3G network, so the SIP streaming media broadcasting server has the brilliant future.This thesis begins with the background information, the introduction of streaming media, SIP and interraleted protocol, and the differences bettwen B2BUA Server and other common server. This thesis puts the program management module as a UA to register to the SIP Proxy with the property of B2BUA server; this thesis uses the SLINEAR as middle codec to bridge the decode module, uses a media player as the decoding way, uses pipe and file descriptor to connect the decoding module and the encoding function of every codec. In this thesis, load balancing is systematic project, in the road link from the media resources to the user terminal, the load balancing would be considerated. Except for LVS and DNS, this thesis uses the pipe as the way of buffer in the server, and uses the SIP Proxy Server as the load balancing server to balance the broadcasting server's load through the dial plan management of SIP Proxy server; for the security of broadcasting server, this thesis explains the difference bettwen PSTN and VoIP in the first place, then giving a introduction of the threats to the VoIP using SIP and the security mechanism of SIP, and pointing out the weaknesses and problems of the proposed SIP security mechanisms.
