With the development of communication technology, internet and multimedia applications telemedicine has been quickly developed. Telemedicine is one step in the development of medical wisdom. Today more and more people’s pursuit a higher quality life, so telemedicine in recent years in China has been rapidly developed. MPLS VPN is currently one of the most popular MPLS technologies. Its core network can provide a relatively high quality of service to its network carrying business. Telemedicine hosted a variety of business and they request different service quality and diverse network traffic requirements, MPLS VPN can provide better quality of service and security isolation.Firstly, the paper studies the working principle and architecture of MPLS and MPLS VPN technology. Secondly, it analyzes the MPLS traffic engineering and differentiated services to their respective advantages and disadvantages, and studies DE-TE technology. And paper describes the composition and structure of telemedicine, and analyzes the advantages of telemedicine using MPLS VPN network topology.Then the paper introduces the traditional Qo S solutions, finds the shortage of traditional programs, then introduces a new bandwidth allocation algorithm scheme. Using matlab simulation find the new solution has unfair phenomena in some ways, the new program has been improved, and the simulation results are compared and analyzed.Finally, the paper use OPNET software designs telemedicine communications platform. And under different circumstances conducts three experiments on the platform. Through analyze the statistical parameters to identify the most effective solutions to improve the Qo S of the network.
