More and more Internet users need network to provide high-speed and reliable data transmission services, while the amount of data increasing rapidly. Circuit-switched network possesses high bandwidth, high reliability, QoS guarantees and other characteristics, so it is the effective solution to bear and transport large data applications. When establishing electrical connections, we generally adopt the mode based on the static bandwidth configuration of maximum peak, however, bandwidth demand is not always at its peak condition, causing a waste of network resources. Based on LCAS protocol, the dynamic link bandwidth adjustment scheme can reduce the bandwidth waste, but it is triggered by the user side, causing a certain degree of threat to the network management security. Also traffic grooming can reduce the waste of optical network resource in a certain degree by task scheduling based on bandwidth application, but with no care of the actual link bandwidth utilization. In this paper, we propose a Convergence strategy based on real-time monitoring with a scheduling method with both IP network and optical network. It is based on the open source SDN controller, it increases function modules and combines the network management system of optical network. According to business correspondence between the IP network and the optical network, it optimize the optical network resources through scheduling the IP network. For low-priority, short-term new business, we can find one or more sources, the same destination node circuit, then make use of idle bandwidth of these circuits for these business and existing business combined transmission. One hand it meets the bandwidth requirements of the business, on the other hand, it increases bandwidth utilization of existing circuits on the base of prior traffic transmission conditions. This paper gives the functional verification based on experimental platform, analyzes the advantages and disadvantages of collaborative scheduling framework with IP network and optical network and put forward the optimization scheduling strategy. It also gives the simulation test and verification in the end.
