Traditional approach for police investigation tends to depend on officers’ own experience. They try to find breakthroughs by first inspecting disclosed clues and then analyzing relationships among various characters. All the information is written down to reinforce investigators’ understanding rather than being integrated comprehensively for more systematic analysis. In the meanwhile, our society is witnessing a highly mobile population, which makes it more difficult to track criminals. Previous investigation method of personal interview by the police is doomed to expire. It’s getting more important to obtain, process and analyze all kinds of information including both current and historical, direct and indirect, textual and graphic information so as to assist police in their investigation.As a matter of fact, great amount of information as well as various documents is produced from police routines, for example, newsletters, special reports, public opinion, serial number, police intelligence leads, police intelligence topics, telephone records and telegraph briefing. We need to arrange and filter them for valuable clues. To further take advantage of these consolidated valuable information, we may also need to resort to relevant support platforms and technologies.This paper conducts in-depth research to meet the requirements stated above. It designs and implements a practical police intelligence information management system. It first builds a database as well as a gathering and verification platform so as to provide functiona lity to edit, report and audit police intelligence information. It helps to regulate information processing procedure. It also accelerates the mutual promotion between the work of police intelligence information gathering and case investigation. In addition, it serves as a supporting platform for decision making.This paper first presents the actual business requirements of the system based on dedicated use-case analysis. It then gives a general design outline of the system, including system architecture, technology adoption, overall structure of applied softwares and database design. After that, the paper proceed with detailed blueprint of seven modules of the system and provides the design of business logic layer and data layer based on development pattern of Struts 2.Finally, through adequate functional and performance tests, this paper proves that the design and implementation is practical and that it meets the needs of real applications.
