Comparing with the two dimensional video, the stereo video has more advantages and shows realistic effect, which makes it have a variety of application scenarios, such as 3D TV, remote education, remote industrial control, 3D video conference system, the virtual reality system, remote medical treatment, remote control robot, automatic navigation, consumer electronics and other fields. In network transmission, with the dynamic changes of the network, the transmission of stereo video is more prone to delay, jitter and packet loss. To solve these problems, the congestion scheduling of stereoscopic video transmission based on macro block importance of B frame is studied in this paper. For the transmission distortion model based on frame level is not accurate, a transmission distortion model based on the B frame macro block is proposed and used for distinguishing the importance of the macro block. Compared to transmission distortion model based on frame level, the transmission distortion model based on the B frame macro block can be more accurate in judging the importance. The computational complexity of the transmission distortion model based on macro block can be effectively reduced to the whole sequence.Secondly, a network simulation framework is built for the stereoscopic video transmission, which is based on the JM18.6 codec platform combined with NS-2. The JM18.6 provides the encoding and decoding functions, and NS-2 is mainly used to build network topology, set network parameter, and analog video stream transmission in the network. On this basis, by preparing different script and constructing different types of network, the stereo video analog transmission is realized in the wire and wireless environment. Finally, according to transmission distortion model based on the B frame macro block and the priority by distinguishing the macro block based on its importance, a method of adaptive active packet loss is proposed. The method is a feedback mechanism based on RTP/RTCP protocol by judging the network condition. When congestion happens, according to priority of macro block, some important data information is adaptive actively discarded to reduce the level of network congestion and to ensure that the more important data arrives at the receiving end, thus realizing the end-to-end congestion control.Based on stereo video transmission simulation platform, the adaptive active packet loss method is simulated and analyzed. The method is proved it can improve the quality of stereo video in the congestion network environment.
