A certain kind of radar system which has been widely equipped by the ground air defense forces plays an important role in the new generation of antiaircraft fire control system. However, this kind of radar is maintained and administrated with low efficiency in grassroots units and it’s difficult for routine maintenance and bug eliminating. What’s worse, the situation of the equipment cannot be monitored in real-time and the information of fixing and administration is recorded, integrated and utilized inefficiently. The facts above seriously restricted the scientific and reasonable maintenance and administration of radar equipment.To overcome the shortages as stated before, a technical innovation project named The Radar Information Maintenance and Administration Software was proposed. This software is a kind of intelligent equipment managing software which is designed with the functions of real-time monitoring of equipment situation, auto malfunction diagnosing, virtual instrument measuring and information acquisition and transmission. Based on the process of the radar equipment maintenance and administration, the author analyzes the software demand, designs and implements the layered framework of software and tested it in the working environment of the certain kind of radar.Firstly, according to the requirement of maintaining radar system the software in this paper was divided into five modules which are equipment information monitoring module, experts-administration module, daily management module and system management module. Also, this paper extracts the requirements of user interface display and function of each module.Secondly, according to the demands of the software, a three-layer developing framework which separated the user interface display, business logic and data storage was designed. Based on the layering model, the user show layer, business logic layer and data access layer were designed in detail respectively and the essential service and the data source for running software were researched. Meanwhile, the long-distance expert support center was designed and implemented modularly.Thirdly, on the basis of the overall design, the following aspects including the implementation process and program flow of the five modules in business logic layer, the packing methods and implementation of data access in data access layer, the detailed service management content of basic service for software and the implementation process of converting the E-R diagram to logic structure in data base were studied and implemented with emphasis.Finally, in the working environment of radar system, the function and performance of designed software was tested according to the test flow. And the test methods and results were also provided. The results demonstrated that the software in this paper satisfied the required function and performance.To sum up, the radar information maintenance and administration Software solves the problems in radar intelligent management to some extent. Besides, the designing process and the implementation methods which provide the foundation and basis for further developing is of decent practical value.
