The internet of things was officially included in the national development strategy since 2010, RFID industry in our country gets an opportunities for developments. Now the RFID technology has been widely used in the field of navigation, emergency rescue, environment monitoring. After many years of technical accumulation, passive RFID technology has already been mature, but the active RFID system is still affected by the communication standard and the information security problems. Therefore, the 2.45 GHz active RFID Air Interface Protocol was released by our country in 2012, the propose of this protocol standardized the working method of the 2.45 GHz RFID system, and makes our country went to the leading ranks in the standard setting.In this paper, it puts forward a tag with the PH sensor, water flow sensor and the temperature sensor which conforms to the GB/T28925 protocol through the analysis of the active RFID technology in water environment monitoring application. This tag can collect the information at any time, after collection, data can be stored into external EEPROM for subsequent data analysis and processing. And for the security of the data, the sensor tag has the encryption capabilities. When it is working, the tag should be installed in some critical place, the reader deployed in the control room or the place near the tag can read one or more data according to the demand to achieve the purpose the intelligent monitoring of water environment.This paper first introduces the structure of the 2.45 GHz RFID system and the research status of sensor tags, then it gives the design procedure, system scheme of the sensor tag. In the third and fourth chapter of this pater, it describes the hardware and software in detail. In this system, the hardware mainly includes the design of circuit and the PCB, the software mainly includes the GB/T28925 protocol, encryption algorithm and the external device driver program. Finally, it tests the functions of the RFID system.The design of the tag combines the RFID technology and sensor technology, it is used for the environment monitoring, different from the manual collection, this tag makes the water environment monitoring more intelligent and save a lot of manpower.
