The concept of broadband compensation management came from the competitive market environment.it can motivate employees, establish multi-level incentive mechanism, increase employee loyalty. Although we already begun to accept or recognize the advantage of the broadband compensation system, but we still use the traditional salary management system, which do not meet the needs of the modern enterprise. For example, the traditional salary management system only focus on the personnel wages accounting, it cannot meet the compensation coefficient adjustment according to the market situation, which by means damage the enterprises; another issue is that the traditional salary management system do not connect to the external data well; it also lack the data analysis functions; it also hard for enterprises to do customized development. Therefore it is necessary to construct the new broadband compensation system which uses the latest broadband compensation management concept.The research described the latest research on broadband pay system, and then gives a detail introduction on the technologies used in the system, such as MVC, light weighted java framework SSH2 and POSTGRESQL database technology, in the 3rd and 4th chapter; this paper did the requirement analysis and system design using UML technologies, in the 5th chapter, this paper focus on the realization of requirement, and in 6th chapter, a full test was adopted to make sure the system is stable and meet the requirement, UT and SIT cases listed in the paper, the test result also listed in the paper. The test result shows that the system can run stable and effectively in the production environment. In the design phase, UML method was adapted to modeling the system, which is clear and effective in system requirements and the whole business, it lays a solid foundation for the subsequent development.After the comprehensive system test, we have reason to believe that the original demands the system perfectly matches Chongqing power broadband salary management’s requirement, this system’s compatibility, scalability, performance, stability of the system, also meet the requirement of the company.The design of the broadband salary management system described in this paper is practical, and can meet the most requirements of electric power enterprises. And it also can be a reference when other state-owned enterprises try to construct its own broadband compensation management system.
