As computer information coming, logistics management becomes normal, informational, standard. Computer technology can enhance efficiency of logistics domain, and shows it steady situation. To every logistics enterprise, carrying goods are the biggest operation project. Vehicle bears the weight of carry goods. Transportation is an important hub of business activities, give full play to the limited resources and rational management of vehicles to ensure normal operation of enterprises of great significance. So it is imperative to build a vehicle management information system under the situation.The thesis uses C/S and B/S structure under Windows XP to Oracle database development platform, and uses Delphi 7.0 and JSP as a development tool to solve the existing fleet on people, vehicles and other issues. The thesis designs a set of sub-modules management system software and put to practical work. The composition of the entire management system is divided into basic information management, vehicle attemper management, vehicle maintain management, dynamic watch, route optimization. The main work and innovation of the paper is that:(1)The system needs to implement vehicle management and vehicle attemper based on advanced information technology which demands the system rapid speed and convenient communication. The thesis has analyzed the characteristic of the C/S structure and B/S structure and put forward the mixed C/S and B/S structure according to the hardware and software condition of the vehicle.(2)The paper analyzes the requirement analysis and design of the system, and confirms three kinds of the system user as vehicle manager, motorman and system manager. It has designed function modules including basic data management, vehicle dispatch, vehicle dispatch query, dynamic watch, route optimization.(3)It has proposed data modeling method based on Visio. Visio is a powerful plot tool which describes the objects’ relation by providing the different kinds of template. Visio is convenient and ready to familiar to users. The paper builds the database of the system after create driver information table, vehicle information table, repair information table, accident information table, work information table etc.(4) It has set up a vehicle management information system, give detailed introduce of basic modules and route optimization implementation based on Genetic Algorism.The system has been realized and it is tested that the system is stable and can satisfy the demanding through application. And it has taken important action in the development of vehicle information management.
