The development of electronic technology, communication technology, the technology of computers and artificial intelligence has offered a new method to solve the traffic problem. Namely while building a large number of traffic facilities, we can adopt the modern informational technology to control and manage the road network and city traffic more effectively. That can improve the mobility, security of the traffic, the efficiency of the traffic system greatly. And the intelligent transport system (ITS) is raised in this historic situation. It is generally acknowledged ITS as the integration of modern information technologies such as communication, navigation, control and computer, which are applied to the traffic and transportation field. That can strengthen the connection of people, way and vehicle, so a real-time, accurate, high-efficient integrative transportation system is formed. This article probes into a front branch of ITS --intellectual vehicle location and navigation system from the point of the theoretical research. Through the researching to numerous methods of GPS, I give a fuzzy algorithm to select the stars and combine it with the advanced method of Calman filter. These improve the speed of location greatly, which satisfies the requisition of real-time character better. On this foundation, the location data matches electronic map. Through the planning and guidance of the rout, we realize the navigation to the vehicle while going. We mainly discuss the vehicle location of ITS. Using the language programming of Matlab to get a series of data of location and then matching this data with the corresponding electronic map and using VC ++ programming platform, we succeed in realizing various kinds of functions of navigation and obtaining a mass of experimental data and simulation result at the same time. The result proves the feasibility and validity of this method.
