Before the traditional GIS software cannot achieve the unification of the spatial data and attribute data storage, but with the file system and relational database to manage respectively. This management mode can’t meet the requirements of customers,especially the management of spatial data using file system exists many defects. With the rapid development of Internet technology, engineering and related disciplines are adopted in the field of 3d model and 3d data, and realizes the interactive visualization.Moreover, this technology has been widely used in practice, such as geographic information system, virtual reality, and are useful in a number of areas such as education planning can be seen the importance of this technology is more and more big.In this paper, combining the current research status of the current Web 3d design a highly efficient, can meet the realistic effect, three-dimensional prototype system data model is a complete network. Including(1) based on the system requirements and the present situation investigation, detailed design a network frame structure of the three-dimensional system, shows the system is discussed, and the technical route and the main function, and the function module design, architecture, spatial data organization and the scene management, etc.(2) the detailed study of the network and the key techniques of 3d prototype system.(3) using Java3 d prototype system is developed and carried on the detailed system test. Scheduling loading, finally use experimental data to the data model aspects and so on special effects rendering efficiency, effect evaluation in detail, fully demonstrated in this paper, the design of high availability and scientific aspects of the framework. Test results show that this system has good stability, the scientific nature, can effectively improve the 3d visualization related planning department office efficiency of government decision-making and improve the automation degree of national think tank consultation,so as to improve the whole government three-dimensional planning information management modernization and automation level of informationization part.A three dimensional network system based on Java3 D is a network of high availability and high efficiency of three dimensional display frame, realize the Internet mass data storage, management, analysis and mapping. Along with the computer network, calculation of graphics and virtual reality technology development, constantlyimprove the performance of personal computer. 3d technology based on Internet will be more widely, while continuously improve performance of computer hardware, network storage of 3d data volume is increasing rapidly.
