With the development of information technology, digital and networked highway also experienced fast innovation. At present, there is no international standard of highway video monitoring, and most companies are using private protocol, so highway operators focus on the monitoring systems which provide compatibility, interoperability and resource sharing to equipment manufacturers. Many highway issued standards of own monitoring system, which are used in monitoring scheme based on SIP communication, in which interoperability, compatibility and resource sharing to manufacturers is achieved.Under the above circumstances, this thesis which studies on the highway monitoring system based on SIP protocol not only meets the highway audio and video surveillance, but also has many advantages, such as the uniformed business processes, the integrated solutions, the integrated monitoring standards, user-friendliness, interoperability, and so on. Such monitoring system will become a trend, which has good prospects and market expansion. Then the following aspects will be discussed.Firstly, from the overall architecture, first of all, the thesis demonstrates multi-level monitoring system architecture through physical topology. Then, the system is divided into a number of modules and selected three core modules, such as SCS(SIP Central Server), SMC(SIP Monitoring Terminal) and SGW(SIP Gateway Server), which will be a detailed analysis of its composition of the interior. Finally, the current architecture is reflected its superiority by comparison with the conventional monitoring system architecture.Secondly, from the theoretical basis, it is the beginning to discuss the theoretical basis of all aspects of the SIP protocol and compare with the H.323 protocol which is in order to show SIP’s flexibility and scalability. Then analyzing OSIP which is SIP’s realization in ANSI C, including studying its principles and work process, is to lay the foundation for the system implementation.Thirdly, from the system control and scheduling, this part is the core of the system. At first, showing the superiority of the system based on SCS. Then in order to complete multi-level central server’s control and scheduling, no matter single-stage or multi-stage, it is necessary to analyze the transportation of SIP and specific business, such as watching the video, controlling PTZ, registration and so on. And using the detailed design to watch the video and control PTZ. In addition, compares with the forwarding server in both SCS and SGW is to provide situations for choices.Fourthly, from system implementation, the system’s development model combined with B/S and C/S, and LINUX system offer backend server. Specific implementation divided in four parts, including code analysis in SCS program part(Watching the video and controlling PTZ), database tables design in background database part, function show in B/S configuration page part and C/S client terminal part.Finally,from system testing,the functions in each module of B/S configuration page part and C/S client terminal part were tested in detail,which can ensure the system’s robustness and improve the users’ experience.
