Security is closely related with the social economic and production activities. Withthe development of economy and technology, Our security industry has grown into animportant part of social public security system. However, the current market in thesecurity monitoring, signaling control protocol uses different monitoring system cannotmeet the needs of centralized management.In2011, Ministry of Public Security issued on the deployment and implementationof GB/T28181documents. Mandatory requirements before2015, the public securityorgans at all levels to achieve building video monitoring system based on the GB/T28181protocol.SIP protocol is an application layer control protocol, it is very scalability andinteroperability. Design of a video monitoring system based on SIP, not only to meetthe requirements of digital video monitoring system and video monitoring systemexisting, this model can simultaneously across the fixed network and mobile network,support various access terminal, the video monitoring system to reach across themetropolitan area, high safety and high reliability to share video resources, is alsocompatible with the existing traditional monitoring equipment.By study the RFC3261and GB/T28181standard, proposed about the design andimplementation of a server control signaling based on SIP, and its application to thesecurity monitoring field specific. Central signaling control server as the core ofsecurity monitoring system, SIP client,equipment, media server and gateway to provideregistration. Routing and logic control function and provides the communicationinterface and application server. Form a logical entity central signaling control serverincludes one or several of the proxy server, the registration server, redirect server, useragent is responsible for the core SIP signaling application processing of the SIP server.Finally, according to the Ministry of public security test software requirements, theserver control signaling are signaling fit test, and the specific application aresummarized.
