At present, the widely application of IT system has provided a strong technical support for commercial banks’ business developments, but also brought difficulties for IT system operation and management. With the deepening of the commercial banking informationization, the IT equipment and software maintenance operation workof IT operations of banks is becoming more and more complex, and the technical difficulty is alsohigher and higher.IT managers need a comprehensive and effective management on the whole IT system to keep the IT infrastructure reliable and available and support the normal operation of the business. But because of the complexity of the network, the diversity of the application service and high reliability requirements of the IT services business, the IT system management and maintenance becomes more difficult. Therefore, the cost of simple artificial management of IT systemis high, and its efficiency is low.That is why a growing number of banks can be badly in need of a software system that is able to manage and monitor IT resources of their unites comprehensively and intuitively.There is no mature domestic technical solutions to the problems of comprehensive IT application environments management and monitoring, which also have many defects, such as the poor universality without providing across-devices and cross-platform monitoring function,no unified management in the same interface, system failures excluded manually, and so on. In view of this problem, this paper designed an IT Service Quality and Monitoring System ITSQMS, and discussed the overall framework of the system development, design principle, design scheme, implementation characteristics and technical problems encountered in the development. The system functions include monitoring panel management, resource management, monitoring parameters management, warning management, and the system and network topology management, etc. The system is integrated by three systems that are Network System Management NSM, IT Service Management ITSM and Business-oriented Service Management BSM, and monitor and manage the services of various resources in IT system.ITSQMS is a distributed application systembased on B/S model of J2 EE architecture, monitors SERVER running on the JBOSS application server, and uses JAVA and C as developing languages. The monitoring server can run on many operating systems, such as Linux, Windows, Solaris, OSX, HPUX, etc. Its monitoring contents are widely and its installation is easy. The system provides a variety of visual data display modes including graphics, animation, and so on, which makes IT system running status be clear at a glance. Users can obtain the overall operation of IT system through the real-time monitoring platform, make the custom monitoring strategy, set the alarm condition, generate the network topology, and manege IT resourcessimply and conveniently. Users can also find the problems existing in IT system in advance through the early warning mechanism and accurately locate the causes of system failures, which can change the passive management of IT systems into active defense.
