The impact of natural weather disasters on human life and social development is enormous, so the meteorological administration must focus on how to achieve effective early warning of the disasters. Since the early warning requires collaborative radar system, the multiple-radar networking detection and image puzzle networking technology have become the key technologies in allowing better severe weather forecast.In this research, we has designed and developed an echo image mosaic platform based on the systematic study of radar mosaic algorithms, techniques and software programs. To solve the existing problem that weather radar results exclusively rely on original image stitching, GIS technology is applied to study the new stitching method of radar images. The new platform we has developed can provide real-time information including radar overlay display and lightning monitoring information in Guizhou Province geographic information system, contributing to real-time monitoring for regional weather, especially for lightening weather. Furthermore, based on the detail analysis of radar data, the platform can display the data in the form of graphics and text, which leads to a better conventional forecast, more accurate determination of the occurring sites of rainfall or storm, and an improvement of forecast accuracy. This thesis presents the following research and results:Trying to achieve the and GIS-based generation of weather radar data visualization and GIS-based contour mapping technology and lightning monitoring data of product display.Accomplishing the image mosaic management of the multiple-radar networking data.By performing contour extraction, raster drawing and document management, the system we has developed can precisely locate the weather disasters, providing a basis for meteorological departments to accurately forecast the time and location of the severe weather.
