The wineries in Sichuan produce the most wine. The major companies have been implementing IT system for many years, production management information system has penetrated into all aspects of corporate production. But now the important step of liquor production process, base wine land transport links, has been the weak point of management which information system does not intervene. Production, trade enterprises in the transport process in both the base wine encounter various problems, both in cargo security or fire safety, are there are more serious risks, relying solely on manual management can not be resolved, need the support of information management tools. So the needs of IT system for the base wine transshipment process monitoring and management is very urgent.The research objectives of paper is in reference to other logistics management system, based on the base wine through the winery full investigation of the vehicle transit control process, combined with the implementation of the actual needs of business and information management practices, the establishment of liquor during the transportation of dangerous goods throughout the monitoring mode, and cargo transportation process monitoring, automatic alarm, security of dangerous goods on the way regulatory safety. Simultaneously by applying handset systems, car GPS monitoring system, wine storage vehicle identification systems, communication systems and other service modules in the application system platform to build on the real-time management of vehicles, cargo achieve scheduling management information systems and electronic locks on the way of dangerous goods regulatory logistics information combine to provide data based on vehicle mission planning arrangements to improve vehicle and personnel efficiency, transparency of the whole process to achieve logistics, reduce operating costs, improve security base wine transport logistics.Papers in-depth research of GPS technology, public wireless data transmission network technology and geographic information system technology, based on field research through the liquor business, a detailed analysis of user requirements, design the system to achieve the overall architecture and ideas, sub-modules involved in the design and implementation of the base wine transport monitoring and digital management systems.This paper uses object-oriented analysis and design methods for systems analysis and design, using VC ++ language, combined SQLSEVER database management platform for system development. The base wine transport monitoring and digital management system to achieve data processing of the GPS receiver, the vehicle can be more accurate feedback to the system interface that allows users of the system more intuitive grasp of the regulated vehicle information. System design and implementation works well, has been put into official use.
