Along with the the popularity of mobile smart 3G/4G terminals which based on the Android platform, the Mobile applications continuous expansion in the usage of usual life, work and study. The paper designs an Android-based engineering supervision and inspection information system; it is used to monitor the work of information, intelligence and real-time management, via mobile 3G/4G network environment.This paper analyzes the Android-based information management system design pattern, describes the advantages and development of Android system technical characteristics and the LAMP server development portfolio and development technology. It has detailed analysis of the functional requirements to the system server and client. It clearly organize the structure function of the system, the user classification, mainly composed of use cases for the system’s various cases and carried out a detailed analysis and explanation.Based on functional requirements of the system, introduce the implementation of other aspects of the non-technical requirements furthermore. Based on the system requirements analysis, it complete the system data flow analysis and database design work, it include the development platform build, the system database models and primary data table design instructions. Based on composed of the system architecture, it introduces the major functions of the system module design, organization, and the main process to achieve the described algorithms. The design of the client main functional modules are introduced through the flowchart design interface intuitive way to effectively client function and design to complete implementation methods are introduced. According to the Background of the system, there are considerable the security requirements of the system, and the system security technology are introduced too. Finally, it is the system performance, functionality, security, and other aspects of testing introduction.After the system desige, there’s a period of observation and rectification test time. The results show the system has meet the needs of monitoring work.
