With the development of computer information system, online system plays a very important role in the whole information system. Internet brings convenience, it also stimulate the new demand of the system, and promote the new integration and efficiency of the system. Beijing Municipal Institute of Labour Protection as a leading supporting center, its Online bidding system also facing this kind of challenges. Although, at present all of enterprises in our country have its own or outsourced online bidding system, but Beijing Municipal Institute of Labour Protection needs a more particularity and confidentiality, bidding system, so other bidding system cannot be directly used. That means we have to combine the actual demand and technology.With the continuous efforts for decades, Beijing Municipal Institute of Labour Protection provides a solid support for the Beijing’s construction. In order to respond to the national appeals, and use the funds more efficiently, it is necessary to use the activities of bidding to handle most of the operation requirement and needs. However, because the current system is relatively backward, and because of the human factors, which result that a large part of the process using the offline mode, unavailable to bidders which causes the lack of transparency. This paper do a detailed analysis of the above requirements, summarize the theory and technology, including PGP, J2 EE, SSH, and SSH framework which played a very import role for the further description. Then according to Beijing Municipal Institute of Labour Protection’s bidding problems and the general bidding operation, analyses the actual demand, discussed in detail. Then did a system architecture design, and design the function module, database and business process. Then, use the powerful J2 EE framework to realize the whole project, after the coding, the author did the UT and SIT based on the rwequirement and code, to make sure the design and the code meet the original needs. Finally, combined with the whole development process, gives the system future improvement direction, prospects and application direction.It could be said that the design Beijing Municipal Institute of Labour Protection‘s online bidding system fully meet the requirements of business units, can greatly enhance the work efficiency, reduce the loopholes in the bidding process. And itcan be used in enterprises and institutions with similar needs, have very important reference value for the enterprises and institutions.
