In the process of communication enterprises providing communication services, default in the payment of communication by customers often happens. From the view of communication enterprises’ management, it is impossible to deal with all customers in the same simplistic way. Different customers should be dealt with in different ways. Given that arrears call of telecom customers in Jiujiang, this thesis undertakes relevant study and analysis, puts forward the corresponding design of information management system of arrears call of communication and makes implementation.This thesis emphasizes on the design and development of information management system which aims at the real demand of arrears call of telecom customers in Jiujiang. In the process of system design and implementation, it follows the theory and method of software engineering. First, it takes a holistic approach of real demand of the system, summarizes the specific business that the system needs to implement so as to determine the main function modules of system and completes the system modeling work through ofject-oriented methods such as case analysis on the basis. Then the overall framework design, the general design, the system design, the database conception structure design and the database logical structure design are given to the system in sequence on the basis of achieving the demand analysis of system. After that it further undertakes a detailed design aiming at the realization flow of system module through flowcharting and text description. Last, in accordance with the MVC design pattern, the system implementation of three-tier B/S is achieved by J2 EE and the software test of system is taken by methods such as general testing methods and authoring test case based on WEB system.The direct outcome of this thesis is “Arrears Call Management System for Telecommunications Enterprise” and this system is intended to solve practical problem of the arrears call problem of JiuJiang Telecom. With clear target, full function, friendly interface, simple operation and easy maintenance, the system can help Jiujiang Telecommunication with the information management of related business to arrears call. Practice has proved that this system, to a certain extent, improves the work efficiency and service quality of the arrears call department of Jiujiang Telecommunication. This study also applies to other communication companies calling in arrears.
