With the development of information technology, information systems has spread to people’s daily life. In the process of electronic police information is also affected by information technology, so that the electronic police towards intelligent, integrated direction. China’s current social and economic development of faster, with the improvement of the social environment standards in public life is getting better, in this case social crimes are increasingly diverse, intelligent, using the traditional way of handling the case has been insufficient detection of these crimes, so that only the use of information technology to create a three-dimensional, intelligent system to handle cases do provide support in the fight against crime.Currently three agencies of public security bureau, procuratorate and court under the justice system in Dayin County have their system, but the case of the three institutions and do not handle the communication system to form an information silos,registration of cases from the public security organs, investigation, prosecution to prosecute, to the various stages of the trial court’s own way, Cases resulting in three administrative units of information flow is not very timely.This paper mainly studied the case of public security information to handle the main line, the information in the registration of the case the public security system,handling and distribution processes link for detailed analysis and design, assisted by procuratorate, court case information processing, thus constitutes an efficient unified Dayin County judicial system handled the case information system.This paper analyzes the use of object-oriented technology needs of the system is analyzed, and the use of unified modeling language to describe the system requirements;using object-oriented design techniques to the design requirements of the system, and the use of unified modeling language to describe the design of the system. The topics in the system using C# language implementation phase, using ASP.NET MVC 3Framework in Visual Studio platform systems based on object-oriented programming design. The system uses a hierarchical structure into the system level interface layer, service layer,business logic, data access layer, the interface layer is called by the service bus service layer, service layer through interface calls the business logic layer, business layer calls the data access layer, data access layer calls SQL SERVER database.
