Along with the advancement of digital urban management, urban management is involved in more powerful technology and data support. "Digital urban management" makes the city management informationization application more widely, the effect more apparent, well and truly establishing management object, scientific management of modern digital urban management information system, covering all counties and districts in target city using the computer technology, network technology, 3 g communications technology and other modern means of science and technology. Qingdao digital urban management project assembles GPS, CCD(video), INS(inertial navigation system), or a prediction system of voyage sensors and equipment in motor vehicle, uses the advanced mobile road surveying and traditional way of surveying and mapping the way of combining, improving the work efficiency, forming continuous street measurable image library and enhancing the management of visual components. Xiamen iot applications build a full-service integration platform based on wireless city tivc mobile internet technology, making the 3g technology widely used.This paper mainly studies a set of distributed cloud storage server and mobile network interconnection and various roles city management system.System mainly includes business process, message module, data management module and system management module,using classical MVC framework, and terminal uses android smartphone, meeting the needs of users to realize portable cloud,and server is based on the Struts and Hibernate framework, using essentially a cloud storage database, supporting for the system to provide the mass data storage and real-time response.This system completed an online operation, provide a convenient for government workers office platform. The framework of the whole system and process, including client and server has been designed, and the Android client development has been completed, mainly including business processing, information management, data management and system management module, the system server has been deployed and, can be normal operation on the tomcat server,at the same time, the backend web management platform, can interact with the server and the client has been completed. System design makes urban management more reasonable, safe, efficient, at the same time reduce the cost of urban management and eventually also provides great convenience for citizens. With mobile terminal as the client can not only increase the ease of use, also can reduce costs, the huge economic benefits.
