Over the past few years, the amount of global data is growing at 58% one year. Next 1-2 years the data scale of Chinese government department more than 100 terabytes will be more than half, which is 53.3%.Planning bureau’s responsibility is so much, volumeofbusiness, such as examination and approval of the laws and regulations, the corresponding data volume is huge. Making use of new information technology to solve the huge amounts of data storage and useable, is the world’s problems. Cloud storage as an important part of the cloud computing service, can let the data owner move the data from local to distant cloud computing system. The user can access data at any time and not restricted by time and place. Non intelligent mobile phones users can’t install the cloud client software, so it urgent need to supplement developingone mobile phone text messagesubscriptionprofessionalwork, which is not dependent on the smart phone operating system, can be achieved subscribe only based on mobile phone text message function.Under the background of big data, this paper research cloud computing, big data and cloud storage, summarized the development of the cloud storage status quo at home and abroad, and put forward the purpose of this paper. Then introduces basic theory knowledge of big data era and cloud storage, and then studied several security technology of cloud storage in detail, from the definition to the algorithm. Specific to faultsthose non smartphone users cannot realize subscription service in planning bureau existing subscription service; this paper proposes a cloud storage subscription system.Through a serial port control hardware message MORDEN, combined with database technology, implements subscription function by the most basic mobile phone message function, non smartphone can used, expand the function of the existing system.This papermainly research work as following: during the development process, the system in-depth study the SMS module SIM900 A and the AT command, especially using state machine successfully solved the interaction problem between the program and SIM900 A module. Finally according to the design of the system, this paper realized the corresponding functional modules on prototype system function and interface display.Implements the subscription cloud storage based on text messages.This paper mades results of the work as following:1, designed one subscription cloud storage system.2, developed and realized onesubscription cloud storage system based on mobile phone text message.
