In today’s social development, enterprise development often depends on the accumulation of talent. In business management, people management is a core management issue. In the process of enterprise development, the role of employees is very important, the need for a reasonable configuration management can play a positive effect. Most of the current companies set Ministry of Personnel Management(HR) for the whole company personnel situation management, including personnel records, staff dispatch, organizational structure, payroll, staff training and staff recruitment,etc. In the process of personnel management, due to numerous affairs, and often need to deal with employees’ personal related matters, so personnel management staff are often submerged by piles of documents and ineffectiveness.Since the 1990 s, information technology became a hot topic. Various enterprises adopt information to solve a lot of tedious affairs for them, the more popular information systems including ERP system, OA system and the CRM system,and so on, to provide solutions for the enterprise allocation of resources and customer management, which allows enterprises to manage in an orderly manner. Author of Tibet Sunshine Group introduced the OA system in the early years, to solve the inter-sectoral coordination office problem and part of the personnel management issues, but with the growth of the company team, managing numerous affairs, urgently need an automated intelligent specialized personnel management system to handle personnel management matters. Surrounding the business needs of the company’s personnel management work, the issue carried out research,development and implement, the main work including:1.Research and collate the relevant papers that at home and abroad about the human resource management, summarize and organize these papaers to complete the summary report.2.The system development related technologies have been studied and summarized, analyzed the Web development technologies that the system development have used, and WebService platform to learn and understand the principles of SSH framework, both to study and learn the MVC design pattern, Oracle databases.3.The system requirements analysis, combined with the actual situation in Tibet Sunshine Group analysis of the human resources management system’s overall objectives, user groups, functional requirements, security and performance requirements, preparations were made for the system design.4. Combined with the requirements analysis of system design, according to the principles of system design to make the system design and detailed design step by step, and build a good appropriate framework to achieve the system.System were developed in the real network environment, The system can operate normally and meet the basic requirements of Tibet Sunshine Group.
