With the development of network communication technics, it plays more and more important role in institutions or ordinary firms or enterprises. It is a good pattern to build a management information system.In this thesis, we develop software of information release management system including maintenance module, user management module.etc. The system is to provide information channels for enterprise with related information, and realizing management and guide of information release work.This thesis first analyzes the function of specific demand in terms of performance. On the basis of demand analysis to profile information system design, mainly including the design of the system level, system main module and function design, database design and system. Then it expounds the implementation of information release management system, the interface of each module and interface of the description of the specific function in detail, including system maintenance module, user management module etc. Finally to the information release management system test, the test includes two aspects, respectively is function test and performance test, the function tests, by writing a specific case, to carry on the system input, and then compare the expected output and actual output; In performance test, through the simulation of a large number of users at the same time operating scenarios to test the pressure to bear ability of information system, and the result of the test data are analyzed.
