System Operating Control(SOC) which is China Southern Airlines System Control Center began to run after a pre- start operations and extensive preparations. However, the existence of the system can not resolve on the ground as well as ground transportation security work management. Therefore, in this mode, the basic system functions were expanded on the system, the system is running in order to achieve flight punctuality, better achieve perfect ground support and ground transportation to work there.The new ground monitoring system design based framework Structs framework model is taken to the MVC pattern. The new system is designed to be a comprehensive analysis of the flight and the protection of ground transportation based on the work undertaken.
