Food and drug safety issues have become the focus of global attention, countries are exploring and adopt measures to strengthen food and drug safety supervision, the United States, Europe, Japan, the world’s major developed countries and regions have established a fairly complete food safety regulatory system FDA。Because drugs, medical devices, food, cosmetics, health products are special industry, involving multi sectoral, multi-level, multi link, it is difficult to supervise and manage,and there is no unified platform to provide a full range of information services for enterprises and the masses in China, for example, Sichuan Provincial Food and Drug Administration of supervision work efficiency, as well as the mobile site enforcement policy and all kinds of safety information fast, instant, accurate transmission are quite difficult。In this paper, in full consultation with the food and drug administration, drug distribution enterprises, opinions and suggestions of consumers, to protect people’s lives and health and safety for the purpose, to help Sichuan Provincial Food and drug administration to establish a standardized, scientific, systematic, efficient food and drug safety and integrity management system, perfect supervision and management of drugs, medical devices, food, cosmetics, health products and other products。This study was based on the communication and information technology mainstream theory, such as GSM communication theory, mobile communication technology, using the principle of Android operating system, Oracle database using the principle, the main use of SOA(Service Oriented Architechure) architecture technology and service-oriented design using UML with Magic Draw diagrams to describe all the work the system, based on IBM Rational Unified Process(RUP) software development methodology, through iterative process, the use of "4 + 1 view" for visual modeling work from different angles of the system intact description, to achieve the core business of refining abstract and various businesses。I as a project manager, in the process of organization research in this paper, mainly be responsible for the overall arrangement, requirement analysis, function modeling, short MMS flow processing mechanism and related research work。The whole research according to the background analysis, demand analysis and function modeling, modular design to realize the structure of the sequence is completed the research target。Through research and development applications, and ultimately to the food and drug safety as the core for the government(regulators), business(producers, operators), public(consumers) Tripartite build a unified and efficient integration of public infrastructure support services Platform(article referred to drug ICT platform), and the existing "Administrative approval of business systems," "reporting and network license approval system" basis, and enterprise applications to achieve business collaboration, information sharing, data sharing, application integration, intelligent regulation, establish a scientific and efficient, real-time and convenient and Drug administration and Security credit services system。...
