The demanding about Information management of marine ships of the turn sharper and sharper from the ship’s location and display, typhoon warning to the search of the ship in distress are inseparable from the support of system software, in order to improve the accuracy of information management and reduce the construction cost, at present, many scholars and experts in marine electronic chart positioning, video transmission the rescue plan, the formation of theory field engaged in research work, under this big background, method and technology of automatic formation of video transmission technology and ships in distress rescue scheme of 3G wireless network environment, are of great scientific significance and social value.According to the objectives and tasks of monitoring system of Fuzhou maritime search and rescue center business needs and the topic, design a maritime search and rescue center monitoring platform runs on the server, through the platform to complete the sea sailing ships monitoring, alarm, emergency rescue ships in distress and other major function, for this, the main contents are as follows: according to the positioning data of GPS the fishing location study on electronic navigation chart, a study of the 3G communication environment of video, picture, sound and other multimedia object processing and transmission, combined with artificial intelligence integration with existing GPS differential positioning technology. In the process of system implementation, summarized the system design the main work is as follows:1, access to relevant information of maritime search and rescue system, analyze the current situation of the development of the system, determine the purpose and significance of the need to develop the project, the main content required study and formulate projects and the implementation of the plan.2, according to the research contents, key techniques may be used in the process of system design summary.3, according to the development process of the system, technical system design, determine the system requirements document, are represented by the activity diagram and use case diagram and so on; make test plan of the project, the use of E-R diagram, class diagram, performance.4, and finally completed the system testing, including the system the onstage and the backstage, solve system problems, improve the system and provide the system can be.The experimental test of the project’s results show that: the result of running the system is correct, the project design targets, and completed the design task of the study, implementation method of the design idea and, to the development of similar products at sea or on land to provide valuable reference.
