The government information publicity is the inherent requirement of modern government; its rules of administration are based on the law; it promotes the "sunshine government" and enhances the credibility of the government, which is an important measure. In recent years, with the rapid development of network technology and the public opinion supervision consciousness, the demands of public government information are getting more and more. After "The people’s Republic of China Information Disclosure Regulations" is published, the government involved all different levels have followed the rules and listened to public concerns. They have done many researches to try to find out how everyone can obtain government information effectively. However, they have faced many challenges during this practice. They focus mostly on how to standardize the whole procedure, promote the government information in a more open way, provide more comprehensive, accurate, and timely information, and make the whole information-receiving process more convenient and effective for everyone. As a result, government information disclosure system arises.To gather more effective information for this paper, literature and researches, comparative and inductive methods, also including other methods of the required documents have been used. On the basis of widely organize related documents, management of the government information disclosure work characteristics have been studied. Besides, half a month of investigation and study on Zhongshan city industrial and commercial bureau has analyzed in a very comprehensive way and shown that there are actual problems existing in the ministry of commerce and industry business requirements, which obstruct the goal achievement of construction of government information disclosure. Further exploration of the methods are needed to solve this problem. The first part of this article, analyzes the design research of zhongshan city industrial and commercial bureau of the government information publicity system selected topic background, research significance and innovative points based on different aspects; The second part summarizes the domestic government theory, government agencies, especially the ministry of commerce and industry informatization construction, to foreign related research. Examples are made to explained relevant interface. The sixth part is the summary, which has carried on the review to full text, put forward the developmental direction for the future research.
