Currently, graduate education in China meets a new and historical development, it is not only shown on the aspect of expanded scale of recruitment, but also thecultivating mode is diversified. On-the-job graduate student, as one part of the whole, is playing a more and more important role with its number increasing year by year. As a result, the quality of their education would directly effect the whole quality of graduate education here in China. It calls for people to explore deeper and to set up scientific and efficient management model in according to its characteristics. So far, most universities choose to manage all the graduate students via one comprehensive information management system, as to on-the-job student, there is no independent system to implement. The fact is, it couldn’t meet the needs of a high-quality-cultivating, especially the management on the three major parts: teaching; thesis proposal;thesis writing and debate lack scientific and efficient means and ways.This paper discusses the factual cultivating situation of on-the-job graduate education of School of Aeronautics and Astronautics of UESTC, combined with JAVA, HTML, using J2 EE framework that is safe and stable, adopting SOA structure and B/S model, finally comes out with a information management system that focus on the information management of the three major parts for on-the-job graduate education: teaching; thesis proposal; thesis writing and debate. The system is remarkable on improving management level, efficiency, and quality.This paper consists the following parts. Firstly, it talks about current cultivation situation of on-the-job students in China, including the possibility of writing such a paper. Secondly, analyze the need of separating on-the-job graduate student’s management with other student’s and design comprehensively under the principle of “high cohesion and loose coupling” to recognize different function models and then come up with a detailed design. Thirdly, test the system, summarize its development and realization, and collect information for further work.The information management system in this paper has received a serial of tests. And it could meet the need of the design to realize a scientific and efficient management for on-the-job graduate student. From this perspective, it is meaningful and worth promoting.
