Collecting is a common phenomenon around the world, which is spontaneous individual behavior, while museum is a public cultural phenomenon arising during the process of social and historical developments. Modern public museum, in fact was born in a few countries of Western Europe, the particularity of which makes the formation backgrounds and the history of early modern museum establishment value to research.This article in a perspective of cultural phenomenon, explore the European modern museum in embryo:art works collecting of the Medici Family. In attempting stage:the Royal Armouries was limited opening. Modern museum in infancy: Ashmolean Museum and the British Museum are the typical symbols. To the upsurge: with the French revolution,the Louvre Museum was open. The last part is conclusion, which mainly discussed the comparison of early public museum. Through the research, author found two elements making early modern museum:one is the establishment of capitalist social relations by political systems, another is the liberation from privilege society to mass society-a reflection of publicity.
