In recent years, with the rapid development of society and the improvement of people’s living standards, the demand for energy increased greatly, these are not only causing serious environmental pollution but also a waste of the country’s precious energy. Faced with the trend of life, taking measures against consumption and improving energy efficiency has already been all people’s conscious in common. As one of the high energy-consuming enterprises of the chemical industry in our country, there will be high input, high consumption, high emission and it has been a model of development of chemical enterprises. Faced with such a problem, we have to use modern scientific management methods to carry out scientific management of energy. Chlor-alkali enterprises, the second energy consumption in chemical industry, has heavy responsibilities in the energy conservation. Thus, it is very necessary to build a energy management system for chlor-alkali enterprises which is centralized and unified.The paper based on the construction of Dezhou Shihua Chemical Co.’s energy management system, doing research on design and implementation of energy management systems of the entire project work. This paper has studied the background and significance of the project, analyzed the development of domestic and foreign energy management technology. Through the companies’ s in-depth study of the system, we collect information and data from the production line, combining with the demand for energy management systems and the target of construction of Shihua company, we design of the overall system and network architecture. The paper also design in detail against to the core function of the energy management systems, such as the data acquisition system, the energy monitoring system and the basic energy system. The system make data acquisition using SCADA based on OPC and Modbus protocol, using Visual Studio 2010 as the development environment and using C # for each software module development. In trems of technology, we use the.NET Framework 4.0 platform and the technique of Silverlight. The client takes the B/S construction, that is accessed through a browser according to the user rights. In the end, we use the correlation analysis, the least squares method, partial correlation analysis and partial least squares regression analysis for data mining analysis to the company’s energy consumption data. The system was put into use at the end of 2014, the company applied the system total saving water 938,000 m3, energy-saving 12,882,100 kwh, section steam 110175 t, the total energy savings of standard coal conversion 18802.8t in the half year. It brings companies nearly 3% of the profits, this shows that the research of the project is available to achieve better economic benefits.
