With the development of modern city process and expansion of power supply’s scope, electric companies need to provide more and more various types of vehicles. Owing to the direct control by the drivers, vehicles are lack of effective supervision measures. It is inconvenient for the vehicles management that vehicles are send out but are unable to grasp the dynamics of the vehicles. Security of vehicles is relatively weak. And vehicle accidents cause huge loss of life and property for the units and individuals. Meanwhile, the company vehicle management system is mostly reflected in the paper. Therefore the actual implementation is difficult and there is no effective supervision measures. It seems there are not enough vehicles even if tasks are not that much; vehicle maintenance costs and fuel costs are too high; vehicle scheduling is not timely; all of these result in a lower effective utilization of the vehicle. This paper in view of the above problems, the research and application of vehicle management platform for location based services.In this paper, with the status quo of Hebei Electric Power Corporation’s vehicle management and State grid Shijiazhuang electric power company as a pilot, taking advantage of Compass / Global Positioning System(GPS) positioning and navigation technologies, Location Based Services(LBS) technology, GPRS / SMS wireless communication technology, computer network technology, mobile Internet technology and other advanced IT, for develop and construct of the vehicle location-based services management platform. Focus on the construction of the vehicle location-based service management platform has been studied, the main work includes the status quo power enterprise vehicle management were fully fieldwork and research, and to organize the formation of user requirements specification, software design through a comprehensive theoretical knowledge it carried out a detailed design, forming a system function design and database design, and ultimately the location-based service management platform vehicles.Through research and application of the system, enhance on-site real-time monitoring, improve the management level of the vehicle, reduce operating costs, safety, effectively raising the Hebei Electric Power Company’s vehicle management level, for the power supply enterprise information and make useful explore and try. System since 2014 officially running, stable operation, has been unanimously praised the majority of users.
