Since the birth of archival science in 19 Century, archives arrangement has been at the center of archival research, archival basic theory "source principle, fonds theory" are derived from archival arrangement. Since the middle of the 20 Century, information technology, which takes the computer technology as the core, is changing the social production and living ways, archival arrangement has been in the information environment, and is also developing and changing. This article expounds from the filing of the historical evolvement of the practice, which is divided into archival arrangement for ancient multi carrier archives arrangement, the paper archives arrangement, the era of modern multi vector file, and computer aided archives arrangement in four stages. By historical thinking, the inevitable trend of archives arrangement to information is found. On this basis, the paper further discusses the reform of archives informatization environment consolidation theory.Changement of file consolidation theory performance in many aspects, this article firstly expounds arrangement unit from volume to piece, points out that from volume to piece is to adapt to the environment need of archives. Piece as a unit, adapts to document under the trend of integration, this article details the theory of life cycle of records for the existence of document integration, and supplement of the theory the document continuum theory. The theory still applies in the electronic age,in which the whole process management and front end control thought as the core, has the important guiding significance in the information environment. With the popularization of e-government management information system in larger scope, the whole process management and front end control thought, directly reflected in the document information system. No such thought, electronic documents will be huge obstacles. To explore the principle of arrangement is always the important topic in the archives consolidation theory. The principle of provenance dominated for a long time, however a kind of dual structure in archival material entity theory, dual file practice system were found. The so-called dual file practice system, refers to the archival arrangement from archival entity arrangement and archives information arrangement, known as a historical principle of arrangement is proposed. The historical principle that the archival historical relation is multidimensional, includes multiple dimensions of contact, contact time, cause source contact. However, the article points out that subject and content could not be confused, and that causes contact is actually a kind of logical relation, which leads to the file historical links and logical links discussion, and to re-examine the pertinence principle and provenance principle, finally proposed the historical and logic unification arrangement view.In view of this arrangement, the archives are considered to be composed of archival entity and archives contact, follow the dual constitutions in archival material entity theory, file links is cured on certain entities, forming a contact record file.Archives contact includes historical links and logical links. Under the information environment, the storage location of archival entity is not artificial controllable, thus archives arrangement no longer focus on archival entity arrangement, but focus on file link arrangement. In the age of big data, this shift in focus with practice, this paper puts forward a kind of archives contact index view, which thinks that the process of archival arrangement is to construct file connection index. Accordingly, this paper puts forward a big data era File Management 2 idea, and the idea in detail.
